5168 How you'll help us Keep Climbing (overview & key responsibilities) The Program Manager-Contract Services is responsible for the oversight of vendors performing services on behalf of Delta Air Lines and Delta Material Services (DMS).
These services include the storage, reactivation or disassembly of aircraft, engine storage and preservation, maintenance activities and parts harvesting, storage and sale.
The Program Manager's primary responsibility is to ensure that vendors perform their services in compliance with FAA, Delta and DMS requirements, which will include regulatory, quality, operational and commercial matters.
Day-to-day responsibilities include daily vendor work progress reviews and communication of deviations to plan to focal points at Delta and/or DMS and collaboration with the vendor to resolve issues related to cost, project timelines, work scope and quality.
Because this position provides a vendor oversight service on behalf of Delta Air Lines, there is a matrix responsibility to Delta's Manager of Aircraft Storage and Part-Out.
This is a safety-sensitive role which will require drug testing of the selected individual.
This position reports to the Sr.
Program Manager - Contract Services and requires up to 100%.
Primary functions include but are not limited to:
o Ensuring vendor compliance, regulatory, policies and procedures for both Delta/DMS.
o Ensuring that the vendors apply the proper aircraft parts tags, airworthiness certificates and performs the appropriate transactions in SAP/MIRS to track all materials movement.
o Proactively assessing vendor performance and notifying Delta/DMS of upcoming issues and opportunities for strategic and or tactical changes to collaboratively improve operations.
o Overseeing vendor training on Delta/DMS critical process and provide or arrange for training where needed and monitoring status periodically to ensure compliance.
Performing random inspection of parts serviceability prior to shipment to designated destination o Validating work/tasks/work scope invoiced by vendor.
Responsible for maintaining Inventory accuracy in SAP & reporting out with regards to aircraft teardowns and warehouse inventory at their assigned station.
o Searching, validating requirements and IPC effectivity and assigning aircraft tail number for removal.
o Auditing different processes daily to ensure it is being carried out proficiently and work with the vendor to resolve performance issues.
Responsible for maintaining Inventory accuracy in SAP & reporting out with regards to aircraft teardowns and warehouse inventory at their assigned station.
o Investigating tagging error, removal damage, shipping error and inventory discrepancies to determine the root cause and work with vendor to define the solution.
Follow up to ensure completion.
o Practicing safety-conscious behaviors in all operational processes and procedures.
What you need to succeed (minimum qualifications) What you need to succeed (minimum qualifications):
Must possessAirframe and Powerplant licensewith minimum of five years aviation experience.
o Extensive understanding of the technical aspects of aircraft, technical data and the ability to conduct research and analysis.
A desire to be the point person responsible for overseeing all vendor activities and resolve vendor performance issues.
o Self-starter with the ability to manage multiple priorities from multiple organizations within Delta/DMS to achieve our common goals.
o Thorough understanding of Delta's policy and procedure, TOPP compliance standards, Delta's maintenance program, reliability goals, engineering and technical documents.
o Must have working knowledge of TechOps' information systems:
SCEPTRE, MIRS, GEM, SAP and TechOps homepage navigation.
o Strong business acumen including structured problem solving, analytical skills, data analysis,technical and leadership skills with the desire to collaborate with the vendors to achieve all goals.
o Process improvement experience with a solid track record of results with excellent organizational and interpersonal skills (both internal and external) and a desire to drive continuous improvement.
o Functional ability with Microsoft Office (Access, Excel, Word, PowerPoint and Project).
